Karachi, February 11, 2016 (PPI-OT): The Home Department Government of Sindh has imposed ban on protests, demonstration, rallies and assembly of more than five persons at the following places of Karachi Division which are declared as Red Zone for a period of Ninety (90) days with immediate effect.

Karachi, February 11, 2016 (PPI-OT): Government of Sindh has reconstituted the committee for Traffic region Karachi. According to a notification of Home Department Government of Sindh, Additional IGP Traffic Sindh, Karachi will be Chairman and DIG Traffic Karachi, Deputy, Secretary (Police), Home Department Government of Sindh, Deputy Secretary (B and E-I), Finance Department Government of Sindh will work as a member of the Committee, while Superintendent of Police (Traffic), (Nominee of DIG Traffic) will act as a member / Secretary of the Committee.

Term of references of the committee are : (a) to reward money as per mechanism devised by the Finance Department i.e. (i) 5% of the recovered amount as an incentive to the authorized officers and (ii) 10% of the recovered amount to be distributed amongst the best staff on duty respectively at the end of each month after due verification by the S.P Traffic of the Zone, and (b) To ensure judicious and effective utilization of the funds in accordance with the policy of the finance department i.e. (i) 15% of the recovered amount shall be utilized for purchase of equipments for traffic regulation.

Islamabad, February 10, 2016 (PPI-OT): President Mamnoon Hussain said that Operation Zarb-e-Azb has achieved significant successes and emphasized that the government is determined to continue the operation till complete elimination of the last terrorist. The President said this while talking to Governor Khyber Pakhtunkhwa, Sardar Mehtab Ahmed Khan, who called on him at the Aiwan-e-Sadr, Islamabad on Wednesday.

The President underlined the need to introduce constructive reforms in Federally Administered Tribal Area (FATA) to address the issues of the people of the region adding that the government was sincerely taking measures in this regard by taking all the stakeholders on board. The President said that the government was committed to bring the region at par with other areas of the country by completing ongoing development projects and providing socio-economic amenities to improve the standard of life of the people of the area.

Underscoring the dignified return of Temporarily Displaced Persons (TDPs) to their native areas, the President stated that timely repatriation and rehabilitation of TDPs was top priority of the government adding that the damaged infrastructure would be rebuilt and economic incentives would be provided for bringing the life back to normalcy in the region. The President appreciated the improved security situation in FATA and KPK and commended Sardar Mehtab Ahmed Khan for taking steps for the welfare of the people.

Islamabad, February 09, 2016 (PPI-OT): The Executive Board Meeting (EBM) of National Accountability Bureau (NAB) was held under the chairmanship of Mr. Qamar Zaman Chaudhry, Chairman NAB at NAB Headquarter here today. The following decisions were made during the Executive Board Meeting (EBM).

The Executive Board Meeting (EBM) decided to file four (4) corruption references. First corruption reference was approved against Moeen Aftab Shaikh, Ex-Chairman, Pakistan Steel Mills (PSM), Karachi and Sameen Asghar, Ex-Director, Pakistan Steel Mills (PSM), Karachi. In this case, the accused persons were alleged for causing a loss of Rs. 188, 160, 000/- to the national exchequer.

Second corruption reference was approved against Syed Murid Kazim, Ex-Minister for Revenue, Govt of KP others. In this case, the accused persons were alleged for corruption and corrupt practices / misuse of authority in illegal transfer of valuable state land measuring 1976 Kanals situated in Dera Ismail Khan in the name of Naval Families Rehabilitation Organization (NFRO) Bahawalpur. 91 Kanal of worth Rs. 98.65 million is still in the possession of accused persons. NAB HQ has already requested Naval HQ for appropriate action against Navel officers involved in the above such case.

Third corruption reference was approved against Saeed Ahmad Qureshi, Chief Executive of Sultan Flour and General Mills (Pvt.) Ltd. Multan obtained 4863.863 million tons of wheat on subsidize rates on the condition that the said volume of the floor shall be processed in the Flour Mills of the accused. The accused sold the subsidized wheat in the open market and caused a loss of Rs. 23,79,184/-to the national exchequer.

Fourth corruption reference was approved against Ahsan Ullah Khan, Ex-Senior Member Board of Revenue, officers/officials of Revenue Department KP and others. In this case, the accused Ahsan Ullah Khan, Ex-Senior Member Board of Revenue illegally promoted Naib Tehsildar without Departmental Promotion Committee (DPC), codal formalities against the rules and regulations by misuse of authority, illegal appointment and promotion of revenue staff. Thus caused a huge loss of millions of rupees to the national exchequer.

The Executive Board Meeting (EBM) decided to authorize investigation against Raja Ikram-ul-Haq, Ex-Secretary, Postal Services, Aziz Ullah Khan, Deputy DG, Financial Services, Fazle Sattar, Additional DG Ops, Pakistan Post, Hafiz Zafar Ali Malik, Director, Financial Services (FS) and Masroor Sarwar Khan, CEO NM/S MSK International and others. In this case, the accused persons were alleged for fraud in Housing Scheme at Kurri Road, corruption and corrupt practices in awarding contract to M/S 360 Technologies by disqualifying other bidders illegally and violation of PPRA rules in giving contract to M/s telconet. Thus causing a loss of Rs. 100 million to the national exchequer.

The EBM decided to authorize three investigations in a case against officers/officials of Pak PWD Lahore and others. In this case, the accused persons were alleged for mis-procurement and non transparency in tendering process in CCD-1, Pak PWD, Lahore. Thus causing a loss of Rs. 153 million to the national exchequer.

The Executive Board Meeting (EBM) decided to authorize inquiry against Ali Madad Sher, Ex-Minister Education, Gilgit-Baltistan. In this case, the accused person is alleged for accumulation of assets beyond known sources of income.

Second inquiry was authorized against officials of Ministry of Information and Broadcasting. In this case, the accused persons were alleged for 2(AR 1996-97) irregular expenditure of US $27, 547, 21 on medical treatment of Information Minister and 3 (AR 1996-97) injudicious utilization of 85% entertainment allowance of US $28, 560.

Third inquiry was authorized inquiry against officials of Privatization Commission of Pakistan and others. In this case, the accused persons were alleged for misuse of authority and loss to national exchequer for alleged corruption in the Privatization of Pak-American Fertilizer Ltd, Daudkhel Mianwali in 2009 in which M/S Ibrahim Fiber Pvt. Ltd (IFL) was successful bidder for Rs. 19.99/- billion.

Fourth inquiry was authorized against Muhammad Saleem Rafi, CEO, M/s Hilton Trans, Muhammad Arshad Latif, Director, M/s Hilton Trans and Qamar Mahmood Khan, Director, M/s Hilton Trans referred by Governor State Bank of Pakistan u/s 31-D of NAO-1999 on the allegation of willful loan default of Rs. 125.171 million.

The EBM authorized two (2) inquiries in a case against officers/officials of PNSC for alleged illegal appointments in KPT/PNSC beyond the age of 60 years, illegal allotment of plots, illegal re-imbursement of hefty medical bills and unauthorized retention of vehicles and staff by Ex-KPT Officers/Trustees/Ex-Minister and Minister of State. Thus causing huge loss of millions of rupees to the national exchequer.

The Executive Board Meeting (EBM) has decided to re-authorize two inquiries against the Management of National Industrial Parks Development (NIP), Member of Land procurement Committee, Muhammad Zubair, Muhammad Ashraf and others (Illegal procurement of land measuring 800 Kanals.

Thus causing loss of Rs. 93.80 million to the national exchequer. The Management of Pakistan industrial Development Corporation (PIDC) and Furniture Pakistan. Member of Land procurement Committee, Muhammad Ashraf and others for illegal procurement of Land measuring 17 Kanals and 16 Marlas. Thus causing loss of Rs. 58.60 million to the national exchequer.

In another case of re-authorization of inquiry against officers/officials of Ministry of Information Technology, PTCL and PTA-Matter of ICH. In this case, the accused officers/officials of Ministry of IT and PTA were alleged for handed over the monitoring and handling of International Clearing House (ICH) to PTCL. Thus causing a loss of Rs. 1 billion per month to the national exchequer within the definition of misuse of authority u/s 9 (a) vi of NAO-1999.

The EBM also authorized Complaint Verification of officers/officials of IESCO for allegedly illegal appointment and recruitment in IESCO. In this case, the accused persons were alleged for illegal appointment 2080 posts of BPS-17 and below in IESCO through non transparent manners and allegedly different rates were paid according to the posts.

The Executive Board Meeting (EBM) has decided to close two (2) inquiries against officers/officials of Federal Government Employees Housing Foundation and others and inquiry against DG Walled City Lahore Authority (WCLA), officers/officials of WCLA, private contractors and others due to lack of incriminating evidence.

The EBM has approved the Voluntary Return (VR) application of M. Amjad Aziz, CEO, Divine Developers (Pvt.) Ltd, Lahore and others. The EBM also approved Plea Bargain (PB) application of officers/officials of Peshawar University and others.

At the end, Mr. Qamar Zaman Chaudhry, Chairman NAB reiterated his determination for eradication of corruption and corrupt practices from the country by adopting “Zero Tolerance Policy” across the board. He directed all officers/officials of NAB to put their best efforts in conduct of complaint verification, inquiries and investigations against corrupts in accordance with law, transparently and on merit.

Islamabad, February 09, 2016 (PPI-OT): Minister Planning, Development and Reform Prof Ahsan Iqbal said development of the Thar coal power plant is top priority of the government, which with 175 billion tonnes of coal would produce 5,000 MW annually for 400 years. He said this while chairing a meeting held here on Tuesday to review progress of coal gasification project in Thar.

Dr Samar Mubarak Mand, who is heading the project, briefed that the syngas purification plants, eight power generators and horizontal directional drilling machinery had been installed, while power production of five MW had started in May 2015. He mentioned that eight more generators and other machinery would be installed in the near future.

The Minister asked about the financial modelling, cost calculations and evaluation of the scientific model for making the project commercially viable after validation of its technological model. Dr Mand informed 322 million cubic feet gas could be produced along with other useful materials, including diesel. He clarified that the plant was not emitting environmentally hazardous gases in the air since the whole process was being done underground.

The Minister desired that the commercialisation feasibility be prepared, and said the private or public investment could be made available for the project if it was found commercially feasible. “Since the prototype has been developed and functional, and now a business model must be prepared. In order to dispel any negative perception about the project, we must have a scientific validation of the project by a panel of eminent experts,” he said.

The Minister assured to visit the site at the earliest to see the processes of generating gas and electricity. Prof Ahsan Iqbal said Pakistan had very talented engineers who could find solutions to problems in a cost-effective manner. “The government is focussing on developing strong technological base for future knowledge economy of Pakistan,” he said.

Lahore, February 08, 2016 (PPI-OT): Punjab Chief Minister Muhammad Shahbaz Sharif is not only using latest technology in the performance of government assignments but officials of provincial government departments are also benefiting from information technology for timely provision of facilities to the people which not only helps in saving time but also effective monitoring of government affairs.

The Chief Minister has evolved a comprehensive monitoring system with the help of information technology for reviewing the process of payment of compensation of properties to landowners of Lahore Orange Line Metro Train Project and today contacted landowners of the project simultaneously from three centres regarding payment of compensation and addressed a meeting through video link from Civil Secretariat.

He reviewed the process of payment by contacting at the same time the payment centres of Engineering University, Thokar Niaz Baig and Government College Ground Jain Mandar and took feedback of payment by directly talking to landowners present there. He appreciated the performance of political and administrative team for continuing the process of payment of compensation to landowners for their properties in spite of holiday of Kashmir Day.
