Karachi, March 16, 2015 (PPI-OT): Four out of a panel of sixteen designers won a spot in history as their creations would become a part of the PIA crew’s new uniform. Sania Muskatiya’s cap design won her the top spot while Yasmeen Shaikh’s coats grabbed the first place; Umar Farooq and Nomi Ansari won in the men’s and women’s wear, respectively.

Sixteen top-notch designers from across Pakistan gathered on Monday evening to submit their designs for the new uniform of Pakistan International Airlines (PIA) crew. This was a rare feat that gave the national flag carrier a complete image make-over.

The fashion fraternity that volunteered to help PIA’s much-needed image makeover put in hours of hard work free of charge to make the event possible. They showcased their brilliant creations at a fashion show titled “Runway Collection” where models walked on the ramp, representing the unique dresses created by the designers, in front of jury members and guests who belonged to the fashion industry.

Speaking on the occasion, the chairman of PIA, Nasser N. Jaffer congratulated the participants, calling the show a milestone event in the history of Pakistan’s national airline. “No image makeover can be complete without a new contemporary look. It is the need of the day in this highly competitive environment to survive and succeed,” he said, adding, “That is why you are here today – to share the end result of the commitment and hard work that has gone into creating the new look for PIA’s crew.” He especially thanked Mr. Shahnoor Ahmed of Spectrum Y and R for organizing the event in a befitting manner.

He further said that the event is also unique as designers, judges, stylists, the advertising agency and sponsors had all worked on a pro bono basis calling it “a selfless service to PIA and the nation.” The designers included Maheen Khan, Shamaeel Ansari, Sonya Batla, Amir Adnan, Nida Azwer, Ismail Farid, Omer Farooq, Fahad Hussayn, Maheen Karim, Misha Lakhani, Sania Maskatiya, Yasmeen Sheikh, Shamoon Sultan of Khaadi, Ali Xeeshan and HSY.

The jury members included top fashion veterans such as Tariq Amin, Shakil Saigol, Zeba Bakhtiar, Seema Iftikhar, Naz Manha, Rabiya Javeri and Shehnaz Ismail. This was the sixth makeover of crew uniforms since the inception of PIA. The last time the crew had a change of uniform was in 2004.

The designers were given guidelines to make uniforms that would be functional, capture the uniqueness of Pakistan and yet be modern. The fashion designers worked for several months on the project. The Special Assistant to the Prime Minister on Aviation, Captain Shujaat Azeem was also present on the occasion.

World Bank’s report on Pakistan has rightly pointed out that number of tax exemptions, concessions have seriously affected overall tax collection framework: Iftikhar Vohra

Karachi, March 16, 2015 (PPI-OT): President of the Karachi Chamber of Commerce and Industry (KCCI), Iftikhar Ahmed Vohra has said that even the World Bank, while highly criticizing Pakistan’s poor and futile taxation system which acts as one of the hurdle in way of enhanced production, also expressed deep concerns over limited tax base of the country as under the existing taxation system, companies and individuals within the tax net are compelled to bear the entire burden of taxes.

Referring to a news item appearing in a section of press, President KCCI said that the Karachi Chamber has been highlighting this serious issue from time to time and demanding to bring tax evaders into the net but the policymakers have never bothered to pay any attention and now the World Bank has also recognized this grave issue and expressed deep concerns over it.

He said that the World Bank’s report on Pakistan has rightly pointed out that number of tax exemptions and concessions have seriously affected the overall tax collection framework whereas the existing unjust taxation system was dampening production. Iftikhar Vohra also advocated World Bank’s suggestion that Pakistan must raise the number of taxpayers, get rid of administrative decisions pertaining exemptions and take steps to improve the overall taxation system.

He said that under the existing taxation system, businessmen and industrialists of the country who are the major source for employment generation, were being punished whereas the tax evaders continue to enjoy all perks and privileges without contributing a single rupee to the national exchequer. He said that although FBR has been claiming of issuing notices to tax dodgers but the Board has never publicized details of any action taken against such dodgers who were responsible for giving severe losses to the national exchequer.

President KCCI recalled that although FBR claimed to have identified more than 700,000 tax evaders some five years ago and recently claimed to have issued 240,000 notices to evaders but unfortunately, no action has been taken against those tax evaders who have been living luxurious lives but not contributing anything to the national exchequer.

He said that all these tax evaders, according to FBR, owned more than one house, have luxurious cars, they and their kids frequently travel abroad, study in foreign universities, use credit cards and operate bank accounts but they do not even have NTN numbers.

Iftikhar Vohra said that in such circumstances, the loyal taxpayers are constantly being overburdened and have to suffer badly due to complex tax procedures whereas the tax evaders, who are probably highly influential, continue to enjoy the benefits of staying outside the tax net which is highly unfair.

He further opined that due to complex tax procedures and harassment being suffered by taxpayers, people simply don’t want to come into the tax net and in such a situation, FBR, after failing to act against tax evaders, finds no other option but to further squeeze the existing taxpayers in order to attain the revenue generation targets.

Karachi, March 16, 2015 (PPI-OT): Sindh Chief Minister Syed Qaim Ali Shah has directed the planning and development department to priorities the development schemes in consultation with the provincial departments by March 24 so that they could be funded accordingly and also decided to fix April 15 as cut- of- date to release funds for the development schemes going on during the ADP 2014-15.

He took these decisions while presiding over a meeting regarding allocation, releases and expenditures of Annual Development Programme (ADP) 2014-15 here at the CM House on Monday. Those who attended the meeting include Finance Minister Syed Murad Ali Shah, Chief Secretary Siddique Memon, Additional Chief Secretary (Development) Waseem Ahmed, Secretary Finance Sohial Rajput and senior officers of the Planning and Development Department.

ACS (Development) Waseem Ahmed, giving presentation to the chief minister, said that the current ADP was of Rs168 billion, including Rs143 billion provincial and Rs25 billion district ADP. “Under the provincial ADP of Rs143 billion 2,937 schemes have been taken up, of them 1658 schemes are on-going and 1,279 are new,” he said.

Giving details of the releases of funds and expenditures, he said out of Rs90.065 billion allocated for on-going 1,658 schemes the finance department has released Rs65.825 billion of which Rs41.4 billion have been utilized. The utilization comes to 61 percent. “For Rs52.935 billion 1,279 new schemes the finance department released Rs4.133 billion and they have utilised Rs1.859 billion and the utilisation percentage of the released amount comes to 45 percent.”

The ACS (Dev), Mr Waseem said “the number of schemes to be completed by June 2015 are 324 for which Rs12951.548 are required against which the government has released Rs10497.814 million and utilisation is Rs6689.879 million.”

Minister Finance Syed Murad Ali Shah briefed the chair about the funds availability. He said “Rs3 billion were actually allocated for the subsidy of the wheat. But due to wrong policy of the federal government under which wheat was imported from Ukraine Sindh suffered huge financial loss and it was forced to reduce price of the wheat lying in our godowns. Top of it Sindh government gave another Rs12 per kg subsidy on sugarcane price. In this way over all Rs10 billion extra burden fall on the shoulder of Sindh government.”

The chief minister keeping in view the financial position of the province and importance of development decided to provide full funds to the 324 schemes scheduled to be completed by end of June 2015. The schemes which would be completed by the end of next financial year would be given second priority.

“I would suggest the chief secretary to hold a meeting with the secretaries of all the departments and ask them to prioritise their development schemes so that they could be funded accordingly. Those which are not on priority in the current financial year their allocations may be curtailed and diverted to other top priority schemes,” he said.

Sindh Chief Minister Syed Qaim Ali Shah expressed his displeasure on the unsatisfactory report in the construction of agriculture workshops. “I would not compromise on the quality of work. The P and D department should ensure quality work by sending its teams. I would also visit development works going on all over Sindh. He directed the P and D department to file a detailed report on the quality of work so that action could be taken against the culprits. The chief minister directed the finance minister Syed Murad Ali Shah to fix April 15, 2015 as cut of date to release funds.
