Karachi, March 15, 2015 (PPI-OT): A London-bound PIA flight made a medical emergency landing on Sunday at the Moscow airport when an on-board passenger suffered a heart-attack. The passenger, Mr. Pervez Iqbal, boarded flight PK 785 from Islamabad at 12:45 pm. The plane was still air-borne when Mr. Iqbal complained of severe chest pain.

In line with his duty, the PIA captain Mr. Abdul Aziz decided to make the medical emergency landing at the Moscow Airport at 6:30 PST. The national flag carrier arranged an ambulance for the passenger which carried him to a hospital. Mr. Iqbal’s wife chose to stay with her husband so PIA also ensured that they receive their luggage.

The flight stayed at the Moscow airport for one hour and 45 minutes and took off for London at 8:30 PST. The flight is expected to land at Heathrow airport by 1920 GMT. The PIA spokesperson Mr. Haneef Rana said the airline regrets any inconvenience the incident caused to its passengers and appreciates their patience, while at the same time, commends the decision made by the Captain to save a human life.

Karachi, March 15, 2015 (PPI-OT): Sindh Minister for Revenue Makhdoom Jameel-uz-Zaman forwarded a summary to Chief Minister Sindh with recommendation to enhance tenure of contract for further two years as well as to regularse 622 personnel of Anti Encroachment Force (AEF), working under the command and control of Senior Member Board of Revenue (SMBR) as its Director General.

Two years contract of said personnel including 108 ministerial staff and 514 Head constables / constables had been expired on 30th June, 2014. Makhdoom said that it’s our prime reasonability to provide jobs to the jobless youth of Sindh on purely merit basis. Makhdoom Jameel-uz-Zaman added that Sindh Government had already spent a huge amount on professional training of those personnel and they were now asset of the department.

Makhdoom Jameel u Zaman further said that thousands acres of government land were under illegal occupation of land grabbers and land mafia, it is need of hour to provide latest required machinery and equipments to anti encroachment force (AEF) so that it could be more effective for achieving its goals and targets.

Islamabad, March 15, 2015 (PPI-OT): Patron Islamabad Chamber of Small Traders Dr. Shahid Rasheed Butt on Sunday said poor educational system is biggest hurdle in ensuring social and economic progress. Education should be paid extra attention to spur social development and economic growth, he said.

The number of school-less children has touched mark of 30 million and government should act to bring to end the culture of ghost schools which is a drain on the national exchequer. Tackling the problem of non-functioning schools will push up the standard of education across Pakistan as the funds being spent of them could be used at working schools, he said.

Dr. Butt cited a report which says that 12,794 schools are shelter less, 34,386 are without electricity, 26,669 do not have boundary walls, 23,349 do not possess a lavatory, and 25,237 have no access to drinking water in province of Sindh.

The situation in other provinces are not very encouraging as thousands of schools have been converted into cattle pen, criminals are using schools for their activities while drug addicts break into the schools using empty classrooms to shoot heroin, even stripping metal grates and ceiling fans.

A number of schools have been abandoned for one reason or the other but monthly salaries are being dispersed which merits a probe as to how much funds are being spent in the name of imparting education. The veteran business leader also demanded action against NGOs working in education sector on papers only.

Islamabad, March 15, 2015 (PPI-OT): Federal Minister for Climate Change, Mushahid Ullah Khan, is leaving for Kyrgyzstan on March 16, where he will attend first meeting of the Global Snow Leopard and Ecosystem Protection (GSLEP) programme steering committee on March 19th and 20th.

The meeting will be held in Bishkek, Kyrgyzstan’s capital, according to press released issued here on Sunday. The high-level meeting will be attended by ministers from 12 countries including India, Afghanistan, China, Russia, Kyrgyz and Bhutan.

The GSLEP steering committee is a high-level body tasked with guiding the Global Snow Leopard and Ecosystem Protection Plan’s implementation. This GSLEP committee’s meeting will present an excellent opportunity to review and sharply align the various elements of management and implementation of the programme, and to infuse a measure of urgency in the programme’s implementation at the frontline.

The meeting’s focus will be on discussing near- and long-term strategies for resource mobilization, and discussing the status of development of the management plans for the Program’s 23 target landscapes. Further agenda items include the formalization of structures, roles and processes of both the GSLEP steering committee and program secretariat.

Like other countries home to snow leopard, in Pakistan’s northern glaciated areas provide the best habitat the snow leopard. But melting glaciers and receding snowline caused due to global warming post a serious threat to their habitats, leading the significant decline in their population.

Karachi, March 15, 2015 (PPI-OT): The Union of Small and Medium Enterprises (UNISAME) urged the State Bank of Pakistan (SBP) to enhance credit to the micro, small and medium enterprises (MSMEs) sector to boost exports. President UNISAME Zulfikar Thaver said in view of the declining exports it is very necessary that the SBP come up with schemes to enhance the credit to the MSMEs who need priority financing facilities at subsidized rates to meet global challenges.

Thaver pointed out that MSMEs are facing difficulties in obtaining pre-shipment and even post shipment financing from commercial banks due to their mindset. It is very important for the SBP to emphasize the need for the practice to accept non tangibles as collateral to broaden the scope of risk management.

He said MSMEs who are exporting goods to third world countries are facing refusal from commercial banks who are unwilling to finance against letter of credits (LCs) from third world countries and banks of low rating. In order to boost exports it is very important that LCs from third world countries and low rating banks are accepted for negotiations and discounting after being covered by insurance or confirmation by first class banks.

UNISAME is keen that the financing to MSMEs is enhanced to enable the sector to export to the non traditional global markets. There is scope for export of non traditional items also and the home based, cottage industries, small to medium sized enterprises could be facilitated to export their wares.

In fact the MSMEs should be financed against firm orders to enable them manufacture the ordered goods and on shipment their bills drawn on overseas buyers be discounted. In many countries the practice of avalization is widely adopted whereby the buyers bankers simply avalize the bills making it good for payment on due date and returning it to the sellers bank which then discounts the bill without hesitation. There is need for our commercial banks to modernize banking in view of the challenges.

UNISAME has proposed to SBP to examine the aspects of exports to third world countries and to seek expert advice on the subject and to study the basis of how other countries of the world are exporting to third world countries and financing their MSMEs and enhancing credit to the majority sector and boosting their exports.
